Student Rights under Title IX
Federal Title IX of the Education Amendments of 1972 (“Title IX”), implemented at 34 C.F.R. § 106.31, subd. (a), provides that no person shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any academic, extracurricular, research, occupational training, or other education program or activity operated by a recipient which receives federal financial assistance. Relevant here, Title IX requires school districts to take immediate and appropriate action to investigate when it knows or reasonably should know of a possible Title IX violation.

The Red Bluff Joint Union High School District is committed to providing a work and educational environment free of harassment, including sexual harassment and harassment because of race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, age or any other basis protected by federal, state or local law, ordinance or regulation.  Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors, and other verbal, visual, or physical contact of a sexual nature.  All such harassment is unlawful. The policy applies to all persons in the district and prohibits unlawful harassment by any district student or any employee of the district.  If you are a student who is being sexually harassed, notify a school administrator immediately.

McKinney-Vento Education Act

The McKinney-Vento Education of Homeless and Youth Assistance Act is a federal law that ensures immediate enrollment and educational stability for homeless children and youth. McKinney-Vento provides federal funding to states for the purpose of supporting district programs that serve homeless students.
